Any operator that is accepting private hire work in Wolverhampton must have a licence. This also includes using any Wolverhampton-licensed Private Hire Drivers/Vehicles.

Application process – new operators

New Operators can apply as a Sole Trader or Limited Company. Applications are made online. When processed, you will receive an email. You will also be invited to make payment either online or via telephone.

  • A Sole Trader is an individual person.
  • A Limited Company is a registered company on Companies’ House. This comprises of one or more Directors and/or Company Secretary. 

Application requirements

To process your application, we require:

  • A business premises in Wolverhampton. See here if you would like to look at possible locations.
    • You may be asked to also provide planning permission.
  • Proof of right to work in the United Kingdom.
    • You can use our assessment form to check your documents.
    • For Limited Companies, all Directors will be asked to provide this.
  • Proof of address. This can be:
    • A DVLA driving licence.
    • A Bank/Building Society/Credit Card Statement.
    • A utility bill.
    • A benefit statement.
    • For Limited Companies, all Directors will be asked to provide this.
  • Employer/Public Liability Insurance certificates, providing a minimum of £5 million in cover.
  • DBS certificates.
    • We will require a basic DBS certificate(link is external). Certificates must be no older than 12 months from the date of application.
    • If you are a Limited Company: All Directors will be required to submit this certificate.
    • Please post all pages of the original certificate to:

  • Where a licence applicant has been outside of the UK for three or more months continuously since the age of 18, a ‘Certificate of Good Character’, ‘Certificate of Good Conduct’ or equivalent is required. Please see here for further information(link is external).
  • Information for any Private Hire Vehicle Operator Licenses held elsewhere. You may be asked to provide copies of these licenses. We may also consult with these authorities as part of the process.
  • Attendance at Worcestershire County Council’s Driver Training Programme. This will be booked as part of the application process.
  • A HMRC Tax Check code(link is external).
  • Registration with the Information Commissioner’s Office(link is external).

Upon receiving the above, we will process your application. When complete, your licence will be granted. If any information is revealed as part of the application process, you may be invited to a hearing.
