The Department for Transport issues all minibus permits for voluntary/non-profit organisations. Information how to apply is available from the DVLA. To see what legislation applies please visit Local Government (Misc. Provisions) Act 1976

What are the conditions of the licence?

Minibus permits are only for non-profit organisations. If a profit making company wants to operate a minibus, they must be a Private Hire Operator. We would only give permission for up to 8 passengers. You must hold a Private Hire Vehicle Driver and Private Hire Vehicle Licence. If the vehicle is for more than 8 passengers, you must licence this as a public service vehicle (PSV). This is via the DVSA.
