This directory aims to provide information regarding Alternative Provision in Wolverhampton and it’s bordering area.

We believe all children and young people, including those in alternative provision settings, deserve a high-quality education and the chance to fulfil their potential.

Alternative Providers can offer high quality off-site tutoring or intervention services to meet children and young people’s varied and complex needs. Schools can use alternative provision to prevent exclusions or re-engage pupils in their education, whether this is a return to mainstream school, specialist provider or post-16 provision.

Definition of Alternative Provision

For census purposes, the Department for Education define Alternative Provision as full or part-time education arranged by:

  • local authorities, either directly or working with schools, for pupils who, because of permanent exclusion, illness or other reasons, would not otherwise receive suitable education
  • schools for pupils to improve their behaviour off-site, or during a suspension

Alternative Provision settings provide education for pupils who do not attend a mainstream school or special school full time. The education often takes place at a Pupil Referral Unit, Alternative Provision Academy or free school, but placements can also be arranged in another mainstream school, independent school or in an educational setting that is not registered with the Department for Education.

Quality Assurance

The City of Wolverhampton Council’s Commissioning team undertake quality assurance audits which typically take place initially via a visit to observe sessions in progress followed by an audit of documentary evidence such as polices and reports. These are scored against eighteen quality standards which include:

  • Assessment & Understanding
  • Engagement & Relationship Building
  • Attainment & Progress
  • Longer Term Opportunities

The quality assurance audits identify strengths and any areas of further development. These are reviewed on an annual basis. The City of Wolverhampton Council is not responsible for updates/changes which have taken place since the creation of this directory. The directory will be updated annually ready for the new school academic year in September.

It is important to note that this directory is not a City of Wolverhampton Council ‘approved list’. These are our current providers who have registered on our Alternative Provision Flexible Framework or have been quality assured by the City of Wolverhampton Council. The responsibility for carrying out appropriate checks and reviews lie with the commissioning schools.

Please see the three tabs below that show current Alternative Providers who are Registered with OFSTED, Unregistered with OFSTED, or are a Tutoring Service.

Horizon Care and Education

Horizon Care and Education Group provides children’s homes, specialist education and supported accommodation across England, with the aim of supporting young people to flourish and thrive regardless of the challenges they have faced.

Since operations began in 2007, Horizon has grown to a team of more than 1,000 colleagues who work tirelessly to offer the best services and support for children and young people within our care. From our teaching staff to our residential workers; our psychologists through to our administrative functions – diversity is a strength, and we celebrate the differences amongst our colleagues and the wide breadth of personal experience and skills that it brings.

Horizon supports more than 800 children and young people throughout our different settings – each carefully designed with a therapeutic approach to support the delivery of high quality care, support and education.

Our unique SHINE (Supporting Healing In Nurturing Environments) Therapeutic Model allows our colleagues to practice using psychologically informed, and trauma-responsive approaches to care, support, and education.

SHINE brings together current research and best practices for supporting young people who may have experienced trauma and adversity.

Dyadic Developmental Psychotherapy (DDP), developed by Psychologist Dr Dan Hughesan, underpins our SHINE Therapeutic Model. DDP is an evidence-based, attachment-focused approach that helps professionals understand, work together, and effectively support young people to build positive relationships. This is key to building trust and safe therapeutic environments for young people to achieve social, emotional, and academic success.

Our therapists and psychologists across our homes, schools, and supported accommodation services draw from current neuropsychological evidence, notably the work of Bruce Perry, Daniel Siegel, and Bessel van der Kolk to clinically problem-solve and identify areas of support required to meet the needs of young people.

Liberate

Liberate Education offers part-time alternative provision. Extended services are also available to both primary and secondary schools which include intervention workshops covering a range of topics from CSE/CCE, healthy relationships, anger management and transition etc.

Our core purpose is to engage our learners back into education by offering bespoke learning pathways by an experienced team including teachers with a background in SEMH and SEN settings. Our therapeutic approach gives our learners the confidence to identify barriers to their learning and create realistic targets and goals for them to work towards.

Learners are baselined both academically and using our social emotion baseline tool which focuses on five key areas; Self-control and management of behaviour, social skills, self-awareness and confidence, skills for learning and approach to learning. We complete the tool alongside the learner, so that they are aware of their progress and are able to have input. We then identify the main areas of need and support the learner through mentoring them both 1:1 and in group sessions.

We conduct half termly assessment checks including teacher assessments which then feeds into the report which is submitted to the learner’s mainstream school and parents.

Targeted Provision Ltd

Targeted Provision offers face-to-face and online tuition and mentoring to the UK's most vulnerable young people. This includes support for permanently excluded young people, care-experienced young people, those facing Social, Emotional, and Mental Health challenges and those with other special educational needs.

In the face of growing challenges in the UK's education sector - such as a shortage of appropriate school places, a lack of available professionals, and a marked increase in young people missing education due to unmet SEMH needs - we saw a pressing need for transformation in alternative provision.

Targeted Provision emerged as a response to these challenges: our mission is to raise the  standard of education for vulnerable learners. We have re-defined tuition as relational learning, offering a powerful alternative to mainstream tutoring agencies. Our tutors are qualified teachers with significant experience of supporting young people with additional needs and share a commitment to trauma-informed practice.

We provide specialist, trauma-informed tutoring and mentoring to young people with a range of complex additional needs. Our support is designed to cater to the needs of young people with unmet SEND and SEMH needs, including, but not limited to young people who:

  • Are experiencing high anxiety, including those with emotionally based school avoidance
  • Are care-experienced or have a social worker
  • Are permanently excluded or at risk of permanent exclusion
  • Are known to the Youth Offending Team
  • Are medically unable to attend school

The CatchUp

The CatchUp Academy - The National Tutoring Programme is a Government-funded initiative to provide catch-up tuition for children across Primary, Secondary, Special Educational Needs and Alternative Provision. As a trusted approved partner with the DFE, all schools are invited to meet us either online or in person to go through the needs of the students.

A dedicated account manager will go through the process and costings with schools and suggest timetables.

Once tutors are confirmed, schools will meet the tutor/s prior to the booking to start to go through gaps, and areas of focus for the student. Tuition can be tailored depending on the school’s methods of teaching.

Once all is confirmed tuition can start, and regular review meetings and lessons will be recorded on our tuition platform.
