The 'right-to-light' only relates to loss of light over a considerable period of time and in certain specific circumstances.
Loss of light from trees
Where trees are concerned there is no 'right-to-light'. The council is not required or obliged in respect of any law to prune a tree for the benefit of someone's level of light.
