The honour has gone to the Sweet Briary development, located off Herbert Street, on land previously occupied by the former Ettingshall Primary School.
The Garden City concept is commissioned by the Black Country Local Enterprise Partnership (LEP) along with 4 local authorities, Dudley, Sandwell, Wolverhampton and Walsall, and Homes England.
The aim is to create a new 21st Century Garden City consisting of a collection of sites - developing attractive places where people want to live, while also transforming the reality and perception of the region.
Sweet Briary will see WV Living - the City of Wolverhampton Council-owned housing company - build a total of 34 properties for market sale and rent.
It will comprise 2, 3 and 4 bedroom homes, along with 1 and 2 bedroom apartments, with the first expected to be completed in autumn 2019.
The development comfortably achieved the strict criteria set by the Black Country Local Enterprise Partnership (LEP) by offering residents beautifully designed homes which are energy efficient, close to public transport, schools, healthcare and green spaces.
Councillor Peter Bilson, Deputy Leader and Cabinet Member for City Assets & Housing, said: "I'm delighted that Sweet Briary has achieved this status, this is a high quality development, well served by infrastructure.
"It is important that our new communities are carefully planned, well designed and include the appropriate infrastructure to support people to live and work in our city.
"At its core WV Living is creating vibrant communities for local people, which is great news for the City of Wolverhampton."
WV Living's first development is well underway on the site of the former Danesmore Park Primary School in Ashmore Park, where 52 homes, including 13 affordable homes, are being built.
