The process of remediating the Wednesfield Way site is expected to be completed by December, in preparation for the construction of 'Pantheon Park'.
The site, which has been derelict for a decade, was last week marketed to industrial agents, with a view to attracting interest from manufacturing and distribution companies.
It is a joint venture between Bridges Ventures, a specialist sustainable and impact investor, and Stoford Developments, with the Black Country Local Enterprise Partnership (LEP) providing a loan from 'City Deal' funds for the remediation of the land.
Planning consent is already in place for more than 400,000 square feet of warehousing with 24/7 operations, which could create more than 400 jobs.
Councillor John Reynolds, City of Wolverhampton Council Cabinet Member for City Economy, said: "Pantheon Park was recently highlighted at Business Week as one of the many regeneration projects underway in Wolverhampton.
"It will bring back to life a site that has been redundant for many years.
"Most importantly it will bring investment and hundreds of jobs to Wolverhampton."
Wolverhampton born Guy Bowden, Bridges Ventures Director, added: "We invest in development projects where there is clear potential to create lasting social and environmental impact.
"We believe that Pantheon Park can do that for Wednesfield, so we are grateful that the team at City of Wolverhampton Council and the Black Country LEP have been so accommodating in helping us to get this project up and running."
Stewart Towe, Chair of the Black Country LEP, said: "We are delighted we have been able to help kick-start this exciting development in Wolverhampton."
