Wolverhampton City Council issues Penalty Charge Notices (PCNs) for both parking and bus lane contraventions.

Challenging your PCN
If you choose to challenge your parking PCN online, you can do so with an informal challenge or a formal representation.
If your PCN was issued for a bus lane contravention, you can challenge with a formal representation only.
Please note: You cannot challenge a PCN verbally. All challenges have to be made in writing, either online, or following the instructions set out on the PCN.

Informal challenge
An informal challenge can be made within 28 days of the issue date of a parking PCN and prior to the Notice to Owner (NtO) being served.
If an informal challenge is made within 14 days of the date that the PCN was served and your challenge is rejected, the 50% discount on the cost of the PCN will be extended for a further 14 days.
An informal challenge is made before the service of the Notice to Owner. The Penalty Charge Notice has either been affixed to the vehicle windscreen or handed to the driver.
Formal representation/viewing evidence
A formal representation can be made within 28 days of the issue date of the Notice to Owner (NtO) or the Bus Lane Penalty Charge Notice (PCN) [Notice to Owner].
Make a formal representation against a Notice to Owner (NtO)
You can make a formal representation if:
- your PCN [NtO] was issued for a bus lane contravention, or
- you have not made an informal challenge, or
- your informal challenge was rejected
The NtO, or PCN [NtO] in the case of a bus lane contravention, will provide you with a web code which is required to enable you to make a formal representation online and, if applicable, view the photographic/video evidence taken at the time of contravention.
What is a Notice to Owner?
The purpose of the Notice to Owner (NtO) is to ensure that the PCN was received by the vehicles registered owner/keeper/hirer and also gives the registered owner/keeper/hirer an opportunity to make formal representations against the penalty charge.
