Pavement Licence
Applications can be made here for the new Pavement Licence, which allows food and drink businesses to put furniture on the highway adjacent to their premises. The Pavement Licence has a 7 day public consultation period, compared to a 28 day public consultation period for Table and Chairs Permits.
The Pavement Licence regime expires on 30 September 2024. Businesses are encouraged to apply for a ‘Table and Chairs Licence’ after this date.
A-Boards/ Objects on the high way
You need a licence if you want to place a A-Board or an object on the public highway within the city centre.
Please submit 1 application per A-board or object.
You'll need to provide:
- address of the business where the advertising board or object is to be displayed
- size of proposed advertising board
- Public liability insurance is required at £5 million
You may also provide any further information you think will help us in making our licensing decision. Photos of the site and drawings may be included and attached with your application.
Application process
The permit lasts from 1st April to 31st March the following year and there is a fee of £25.
Please note if you apply after 1st April the licence will be granted from the day you submitted your application to 31st March.
Each application will be considered on its own merit. For every application this will include the available space, the type and character of the street, the kind of furniture proposed, the flow of pedestrians and any possible hazards.
As part of the application:
- A public notice of the application must be displayed at the business giving details on the proposal and deadline for representations.
- All representations received must be considered
- Any other relevant parties will be consulted
Once submitted, each application will be distributed to responsible authorities for a consultation period of 28 days. You will be required to display a notice at your premises.
Subject to no representations being made, the permit will be granted. Where representation is received, it may require a review to determine your application.

Please complete the relevant application form and return along with the £25.00 fee to the address below.
Payment can be made by cheque, postal order or you can request that payment be taken over the phone or by bank transfer.
